Update: The issue is now resolved.
We're happy to inform you that the issue has been resolved and Refapp is accessible again. The problem was caused by the server being temporarily unreachable via a web browser.
We want to assure you that this was not a security incident, and no data was affected during the downtime.
You do not need to resend any messages to candidates or references, they will be able to respond via the links that were already sent to them. However, any processes that you were unable to activate this morning will need to be reactivated.

Issue description
We are currently experiencing issues with our service due to an issue with our sub-processor Cleura. We are actively working together to resolve it as soon as possible. Once we get new information about the issue we’ll give you an update; if you want to get real time updates you can visit our service status page at status.refapp.com

From what we can tell, Refapp doesn't seem to have any issues sending out emails and other communications, so no messages seem to have been lost.
However, no one can currently take action since the site itself is not reachable.
